American senators are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to end the standoff appeared to recede as Republican senators proposed a proposal unacceptable to Democrats: eliminating the ACA, known as Obamacare.
Deepening Consequences of Government Shutdown
The impact on US citizens from the longest shutdown of the US government in history deepened on Saturday, as federal workers went unpaid, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
Trump's Plan from Florida Resort
As weekend session got started, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Support
Multiple Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare proposed in 2017.
"We will replace this broken system with something that is truly better for the consumer," one senator said.
Another senator commended Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Democratic Response
Democratic senators expressed concerned responses to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another senator responded to the censure of carriers by posting: "Oh, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Really? In that case I welcome your support for Medicare for All."
Continuing Negotiations
The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging plan from a small group of moderate Democrats to end the closure in exchange for a later vote on the ACA payments.
One Democratic senator, who is leading the talks among centrists, said that Democrats "require another way ahead" after Republicans turned down an offer to reopen the government and continue the payments for a year.
Another senior Democratic lawmaker persisted in maintaining that Republicans should accept a 12-month continuation of the payments before negotiating the long-term of the tax credits.
"Inaction is irresponsible because citizens will go into debt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress fails to act."
Partisan Situation
None of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the backing of eight Democrats to reopen the government, and the idea of eliminating and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several analysts suggested that the essence of such a plan would remove the ACA's mandate that insurance companies cover patients with pre-existing conditions.
After his golf outing, Trump returned to his private club and doubled down on his demand that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a iteration of the proposal that was unsuccessful to secure enough support in 2017.
